The Ministry of Economic Development has set the terms and conditions for access to the procedure to counter the financing of development projects and experimental activities of preeminent industrial research to rely on Fund for Technological Innovation in Law 46/82. In order to promote the competitive repositioning of the production system and the enhancement of specific skills areas of the Convergence Objective (Campania, Calabria, Puglia and Sicily), the actions for which the pressure 
institution decree intended to facilitate development programs .
The beneficiaries of this announcement SMEs and research institutions for experimental development programs, possibly including non preeminent industrial research on product innovations and / or process related to the following technology areas:
renewable energy: development of systems and components, innovative and / or
lowest cost for the production of energy from renewable sources, energy efficiency, development of technologies, components and innovative products to improve energy efficiency in buildings and energy saving;
nanotechnology: development nanotechnology solutions by companies from all areas of potential users; ICT: development solutions of system integration between producers of information technology and communications equipment manufacturers, particularly those innovations. The resources available for the implementation of interventions in the decree amounted to 200 million euros, of which € 100 million
to rely on the resources of Axis 1 of the NOP Research and Competitiveness from 2007 to 2013;
100 million € to rely on the resources of Axis 2 of the same PON Research and Competitiveness
2007-2013. At
facilities may be allowed the programs involve costs not less than € 1.000.000,00. The costs of the program is not supported in production units located in the territories of the Convergence regions are not considered to facilitate them.
Eligible expenses and related subsidized cost, both for the activities' of industrial research and experimental development and for those of process and organizational innovation in services, to the extent appropriate and relevant, include:
staff with respect to the Wages and salaries, including the contribution of the employer, for
researchers, technicians and other support staff as long as' used to implement the program. Is taken into account the employees, including the one with project contract;
tools and new equipment acquisition, the extent and for the period in which they
used for the program, the extent of depreciation ordinary tax in the case of
activity 'of organizational innovation in services, tools and equipment are
only as information technology and communication
buildings, the extent and for the period in which they are used for the program, the limits of the ordinary tax depreciation

contractual research, technical knowledge and patents bought or licensed from third parties
, as well as' advisory services and equivalent services used exclusively for
activity 'of the program, including the acquisition of research results, patents and know-how,
licensing rights in a deal made under normal market conditions;
additional overheads, based on actual costs directly attributable to the program
on a pro rata basis according to a duly justified fair and equitable method;
other operating expenses, including costs of materials, supplies and similar products (eg.
components for prototyping, materials testing, etc..)
directly related to the program.
The request form of the facilities and the sheet must be completed using only on pain of invalidity of the application, the specific software provided by the Ministry, available at: (www.innovazione.incentivialleimprese.it/ Legge46) according to the instructions contained therein, accompanied, in electronic format can not be modified, the Plan's development program and a statement in lieu of an affidavit relating to firm size.
