Hoppe vede ulteriori indici di orientamento al presente e di deterioramento qualitativo. Ai Comuni con popolazione inferiore a 50mila abitanti sono invece destinati il progetto “Interventi a favore del volontariato giovanile” attraverso la realizzazione di esperienze di volontariato sociale da parte dei giovani, e il progetto “Integrazione sociale dei giovani mediante la formazione di orchestre e bande musicali giovanili” che prevede la realizzazione di percorsi di alfabetizzazione musicale per la costruzione di gruppi bandistici e orchestrali composti da giovani. Per entrambi i progetti il Dipartimento ha stanziato un finanziamento di circa tre milioni di euro.
